Were then disabled from setting sail by the removal of their rigging. Other parties visited the city homes of merchants and ship-owners to inform them of their actions and to lay demands. The central issue animating the actions of the strikers was that of pay. A rate of 40s per month was demanded for the northern and Eastern routes and 35s for the western trade. Other grievances were complained of, especially the practice of turning off sailors in foreign ports without a contract for the return voyage.

As Thompson concludes 'when Luddism came to Lancashire it did not move into any vacuum. ' (Thompson, 1968, p. 651). Stockport, a town that had seen the establishment of several steam-powered weaving factories, was the initial centre of Luddism in the region. During winter of 1811, there had been discussions at Stockport between weavers, manufacturers and magistrates concerning the level of wages and the effects of steam looms on employment but these had come to nothing. Failure to obtain redress of their grievances at local level led to two delegates from the weavers being sent to London to present their case to the Secretary of State.

The disturbances in Nottinghamshire were :q;tarked by a number of phases. The first phase took place in the opening months of 1811 when negotiations were held between a group of hosiers and their employees about wages. However, the resulting agreement, part of an ongoing process which went back at least to 1809, depended on the ability of the framework knitters to persuade the rest of the hosiers both to pay this newly agreed price and to discontinue the manufacture of cut-ups. Every time in the past, agreements had been made null and void by a minority of hosiers who would not abide by the agreed terms.
